Affordable Housing and a Black Business Incubator Coming to North Portland

Plans were announced to transform a 1.7 acre block in North Portland into over 100 affordable homes and a Black business incubator. The site, northwest of North Russell Street and Williams Avenue, has been vacant for many years. Formerly hosting over 300 homes and businesses, the site was razed in the 60’s to make way for the hospital expansion that never came. This was just part of the awful destruction of the Black community in the area, and this project is a step toward rebuilding that community.

The development will cost around $115 million, and is being led by the non-profit Williams & Russell CDC, Adre, and Portland Community Reinvestment Initiatives. Funding will come from multiple organizations, including:
